MARAGA ANNOUNCES BOLD ACTION TO RESTORE ACCOUNTABILITY IN HEALTH SECTOR, ORDERS FORENSIC AUDIT OF SHA

Press Release

Nairobi, Kenya, 26th August 2025

In a powerful address to the nation today, CJ Emeritus David Maraga announced sweeping measures to restore constitutional order, reinforce the rule of law, and hold public institutions accountable-beginning with a forensic audit of the Social Health Authority (SHA).

Citing systemic failures in the Ministry of Health and its professional regulatory bodies, CJ Emeritus Maraga decried the "unchecked rot" that has led to billions in taxpayer funds being siphoned off to ghost hospitals and fraudulently registered health facilities, while legitimate hospitals remain underfunded and Kenyans continue to suffer.

"The betrayal of the Kenyan people by those entrusted to safeguard their health will no longer be tolerated," he declared. "Those who have colluded to defraud the nation, regardless of title or office, must face the full force of the law."

CJ Emeritus Maraga has called for an independent forensic audit of SHA to uncover:

Funds collected through the Social Health Insurance Fund (SHIF) Parliamentary allocations (and disbursements) to the Primary Care Fund and the Emergency, Chronic and Critical Illness Fund (ECCIF)
Payments made to hospitals, suppliers, and vendors, including full disclosure of recipient identities

Maraga made it clear: SHA's digital systems must now be used to expose fraud, not shield it. Failure to do so will place SHA leadership directly in the crosshairs of legal accountability.

"This information MUST be made public," he affirmed. "Every Kenyan has the right to know how their money is spent, and who is accountable when it is stolen." Promising a national reset grounded in justice, transparency, and institutional integrity, Maraga emphasized that under his leadership, accountability will not be a slogan but the standard.
